Enrollment

Cardinal Care is an annual enrollment health insurance plan.

The annual fee for Cardinal Care is billed over 3 quarters for 4 quarters of coverage.

For the 2013 - 2014 academic year, the annual cost of Cardinal Care will be $3,936. Most students will be charged $1,312 in Autumn, Winter, and Spring quarters and will not be billed in Summer.

Students who are enrolled in Cardinal Care are covered during leaves of absence, breaks, immediately following graduation, or quarters in which they are not registered for classes, including Summer.

Charges for Cardinal Care are pro-rated for students whose first registered quarter at Stanford is Winter, Spring, or Summer.

  • If a student begins in Winter, coverage is for 8 months (January 1 through August 31) and charges will occur over the remaining two quarters of the academic year (Winter and Spring).

  • If a student begins in Spring, coverage is for 5 months (April 1 through August 31) and the entire charge will occur in Spring quarter.

  • If a student's first quarter as a registered student is Summer, Cardinal Care can be purchased for the Summer quarter only. In this case coverage is for 3 months (June 1 through August 31) and the charge will occur in Summer quarter.

How Enrollment in Cardinal Care Works

In each academic year, students are automatically enrolled in Cardinal Care in their first registered quarter. At that time, and that time only, a student can waive Cardinal Care for the rest of the year by documenting equivalent health insurance in Axess by the applicable deadline. The decision made at the start of the first registered quarter of each academic year will be applied to and binding for the remainder of that year.

Deadline for Waiving Cardinal Care

Domestic students who have health insurance coverage that is comparable to Cardinal Care may opt to waive Cardinal Care coverage by providing information about the alternative plan as part of the waiver process in Axess. The waiver screens are located at http://axess.stanford.edu and the waiver must be performed by the applicable deadline (note: waiver screens for Autumn entry open August 1 each year):

Autumn quarter - September 15

Winter quarter (students entering Stanford in Winter only) - December 15

Spring quarter (students entering Stanford in Spring only) - March 15

Summer quarter (students entering Stanford in Summer only) - June 15

Since the plan is an annual one, students may make this decision, i.e., to waive coverage or to remain in Cardinal Care, only once each academic year.

Leaving the University

Cardinal Care is a full year plan - students who enter Stanford in Autumn and who do not opt out of Cardinal Care by September 15 are charged for the entire year and covered for the entire year. Students who enter Stanford in other quarters and who do not opt out of Cardinal Care by the applicable deadline are charged for the remainder of the academic year and covered for the remainder of the academic year. A student who ends his/her relationship with the University (such as by conferral of terminal degree) at the end of Autumn or Winter quarter may drop the plan at the end of the corresponding Cardinal Care coverage period. Graduating students who request to opt out following Autumn or Winter graduation will not be billed (or covered) for future quarters. Students who graduate at the end of Spring do not have the option to leave the plan; they remain covered through August 31.

A student who takes a leave of absence prior to attending class in the Autumn base term will not be eligible to enroll in Cardinal Care for Autumn, or any continuous quarters in which s/he is on leave. Upon return from leave, the student will be automatically enrolled in Cardinal Care for the remainder of the academic year unless enrollment is waived by the applicable deadline.

A student who is enrolled in Cardinal Care and takes a leave of absence after the first day of class in any given quarter will remain enrolled in Cardinal Care through the remainder of the academic year.

How Enrollment in Cardinal Care Works

To ensure that international students have sufficient health insurance coverage during their academic career at Stanford, the University requires enrollment in Cardinal Care, the University-sponsored student health insurance plan. International students are automatically enrolled in Cardinal Care in their first registered quarter of each academic year.

 

Exception Policy

International students who have alternative health insurance that meets or exceeds minimum standards set by the University may request an exception to the mandatory Cardinal Care enrollment, on an annual basis, by working with their insurance company to complete an Insurance Coverage Certification Form. The alternative insurance policy must cover the entire academic period of September 1 – August 31 with benefits that meet or exceed the following minimum standards set by the University:

  • Annual deductible less than $1,000
  • Lifetime aggregate maximum benefit of at least $2,000,000 OR maximum per condition/per lifetime benefit of $500,000
  • Covers inpatient and outpatient medical care in San Francisco Bay Area and U.S.
  • Covers inpatient and outpatient mental health care in San Francisco Bay Area and U.S.
  • Covers prescriptions
  • Covers non-emergency visits as well as emergency care
  • Policy covers pre-existing conditions OR the insured student has met applicable waiting periods

Although not a requirement of Stanford University, the U.S. Department of State requires that J1 visa holders have a policy with minimum coverage of $7,500 for repatriation of remains and $10,000 for medical evacuation.

International students should submit the completed Insurance Coverage Certification Forms form to the Vaden Health Center Insurance Office via email (scanned form sent to healthinsurance@stanford.edu), US mail, FedEx/UPS, or hand delivery to Vaden no later than the applicable deadline.

Deadline for Submitting Insurance Coverage Certification

To ensure adequate time to process requests and prevent disruption of insurance coverage, the deadlines for submitting completed Insurance Coverage Certification Forms are as follows:

Autumn quarter - August 15

Winter quarter (students entering Stanford in Winter only) - November 15

Spring quarter (students entering Stanford in Spring only) - February 15

Summer quarter (students entering Stanford in Summer only) - May 15

Since the plan is an annual one, the form only needs to be submitted once each academic year. Students will be enrolled in Cardinal Care if the deadline is missed.

Upon receipt of the Insurance Coverage Certification Form and after determining that the international student’s insurance policy meets the minimum standards for coverage, the Vaden Insurance Office staff will process an exception from Cardinal Care.

If the Vaden Insurance Office staff determines that the international student’s insurance policy does not meet the required minimum standards, an exception will not be processed and the student will remain enrolled in Cardinal Care for the remsinder of the academic year.

In either case, the student will receive an email notification from the Vaden Insurance Office within 10 business days.

Enrollment - Impact of Health Care Reform

A provision of the Patient Protection and Affordable Care Act (PPACA) of 2010 specifies that students may remain eligible for coverage under their parent’s employer-based health insurance plan until age 26.
